The Libyan Government’s Ministry of Foreign Affairs and International Cooperation Discusses the Activities of Médecins Sans Frontières and the Coordination of Its Work Framework for 2026

The Ministry of Foreign Affairs and International Cooperation held an official meeting at its headquarters in the city of Benghazi with representatives of Médecins Sans Frontières (MSF), in the presence of the Ministry of Health and the relevant competent authorities. The meeting was dedicated to reviewing the organization’s previous activities inside Libya and discussing its proposed framework of work for the year 2026. During the meeting, the Ministry requested the submission of a comprehensive and detailed report on all activities carried out by the organization during the past period, for the purpose of evaluating them in accordance with the approved legal and national standards. The Ministry emphasized that any activity undertaken by the organization must be implemented through local partners, foremost among them the Ministry of Health as the competent national authority, stressing the importance of unifying efforts and avoiding any individual or uncoordinated work. It also stressed the necessity for the organization to commence its activities from the city of Benghazi and to establish an official headquarters there, in order to ensure ease of administrative and institutional follow-up. The Ministry reaffirmed the strict obligation to comply with Libyan laws and to adhere to the instructions and circulars issued by the Prime Minister, while emphasizing respect for the principle of neutrality and non-interference in political or religious affairs, as well as refraining from any actions that may undermine the values of Libyan society. On the health front, it was agreed to give priority to the localization of medical services, particularly with regard to equipment and devices related to communicable and endemic diseases, and to the preparation of isolation centers, in coordination with the Ministry of Health, the Ministry of Interior, and the Anti-Illegal Migration Agency. It was also decided to hold periodic meetings every three months to monitor the implementation of programs and assess the level of compliance. In conclusion, the Ministry of Foreign Affairs and International Cooperation affirmed that the organization’s work plan for 2026 must stem from the priorities of the Libyan state, rather than from pre-prepared programs developed outside the national framework, stressing that the Ministry is the sole sovereign authority legally mandated to regulate the work of foreign governmental and non-governmental organizations operating within Libya.
