His Excellency the Minister of Foreign Affairs and International Cooperation of the Libyan Government, Dr. Abdulhadi Al-Hweij, chaired this Tuesday morning the Ministry’s Annual Meeting, dedicated to evaluating the overall performance during 2025, discussing existing challenges, and setting strategic directions and work priorities for 2026.
This meeting comes within the framework of consolidating the principle of strategic planning, entrenching a culture of evaluation and accountability, and enhancing diplomatic performance in a manner that serves the supreme interests of the Libyan State. It also reaffirms the pivotal role of the Ministry of Foreign Affairs and International Cooperation as a sovereign instrument in defending national legitimacy and safeguarding Libya’s independent decision-making.
The meeting was attended by directors of political and technical departments and heads of offices at the Ministry, during which a comprehensive presentation was delivered on achievements realized in 2025. These achievements included, most notably, the unification of Libya’s diplomatic discourse, strengthening the country’s international presence, giving due attention to the affairs of Libyans abroad, attracting several consulates to the city of Benghazi, launching economic diplomacy initiatives, opening commercial offices, organizing major economic forums, and ensuring effective participation in international forums.
The meeting was also attended by the Chairman of the Foreign Affairs and International Cooperation Committee of the Libyan House of Representatives, Mr. Yousef Al-Aqouri, along with a number of Members of Parliament. This step reflects institutional integration between the executive and legislative branches and direct coordination on foreign policy matters, given that the House of Representatives is the legitimate authority from which the Libyan Government derives its mandate.
In his address, His Excellency the Minister affirmed that the achievements of 2025 represent a decisive turning point in restoring the role of Libyan diplomacy and consolidating the State’s legitimacy in international forums. He stressed that 2026 will be a year of implementation and decisiveness, based on discipline, unity of decision, firm defense of national sovereignty, and the rejection of any interference in Libya’s internal affairs.
For his part, the Chairman of the Foreign Affairs and International Cooperation Committee of the House of Representatives emphasized that the upcoming phase requires clarity of vision, integration of roles, and disciplined institutional work. He called for adopting a realistic and responsible political approach that protects public funds, promotes the supreme interests of the State, and restores Libya’s natural position regionally and internationally.
At the conclusion of the meeting, discussions were held on the main features of the Ministry’s 2026 Action Plan, which focuses on strengthening the Libyan Government’s political representation, expanding international partnerships, activating agreements, developing consular work, and institutionalizing political, economic, and digital diplomacy, within a clear strategic vision aimed at consolidating State legitimacy, protecting sovereignty, and serving the Libyan people.
His Excellency the Minister concluded by affirming that the next phase will witness performance evaluations, linking responsibility to accountability, and full commitment to implementing the approved strategic directions, in a manner that enhances Libya’s international presence and safeguards its national interests.
