Benghazi – Monday, 15 December 2025 His Excellency the Minister of Foreign Affairs and International Cooperation in the Libyan Government, Dr. Abdelhadi Al-Hweij, held a special meeting this afternoon, Monday, 15 December 2025, at the Ministry’s headquarters, dedicated to discussing the regulation of the work of foreign organizations operating in Libya. The meeting addressed a number of challenges facing local civil society organizations, particularly those related to partnership and cooperation with foreign organizations, both governmental and non-governmental, as well as ways to address organizational issues in a manner that ensures proper coordination and respect for the applicable legal frameworks. During the meeting, it was agreed to hold regular meetings of the concerned committee with the aim of overcoming difficulties and strengthening follow-up mechanisms, in addition to initiating the preparation of a guiding reference document to regulate the work of international organizations, in line with the national laws governing the work of foreign organizations and the circulars issued by the Prime Minister, Dr. Osama Hammad, in this regard. The meeting was attended by the Head of the Civil Society Commission, along with representatives of a number of agencies and entities concerned with the work of foreign organizations, within the framework of enhancing institutional coordination and ensuring the effectiveness of joint action.
