During his intervention at the high-level roundtable titled “Migration and Security in a Divided World: Enhancing International and Regional Cooperation,” His Excellency underscored the strategic importance of the irregular migration file for Libya, as a key transit country given its geographic position and its responsibilities in safeguarding the security of the Mediterranean and the African Sahel. He stressed that Libya refuses to serve as “Europe’s policeman” in the Mediterranean, emphasizing that the resettlement of migrants in Libya is categorically rejected, as it poses a direct threat to Libya’s national security and higher national interests. His Excellency also highlighted the significant efforts undertaken by the General Command of the Libyan Arab Armed Forces to secure shared borders and combat smuggling and human trafficking networks. He noted that these efforts have yielded tangible results that helped curb irregular migration flows and enhance security and stability in the region. The Minister further discussed the outcomes of the Africa–Africa and Africa–Europe conferences on migration, stressing that addressing this transboundary phenomenon requires strengthening security and humanitarian coordination, and adopting realistic approaches based on development and responsible partnerships among countries of origin, transit, and destination. In conclusion, H.E. Dr. Al-Huwayj provided an overview of the Benghazi Declaration on Migration, explaining that it represents a comprehensive Libyan vision to address the root causes of migration, establish mechanisms for joint cooperation, and create a practical framework that promotes stability and development in the region, serving both regional and international security.
