This occasion carries profound significance that goes beyond its academic dimension, touching upon the broader path of state-building and the strengthening of its institutions. What distinguishes this event is that it comes within an exceptional context. For the first time in more than seventy years, we are witnessing the launch and activation of an institutional diplomatic training program of this caliber outside traditional frameworks, guided by a modern vision that responds to rapid international transformations. This reflects a genuine commitment to rebuilding and qualifying national diplomacy on solid scientific and professional foundations—one that honors the past while anticipating the future. You have chosen a path that demands a great deal of responsibility. Diplomacy is not merely a profession; it is a noble national mission. You belong to a new generation of diplomats—a generation expected to keep pace with geopolitical transformations, possess a deep understanding of power dynamics, and master the tools of negotiation, communication, and influence. You have received a high-quality education that combines theoretical knowledge with practical application, qualifying you to immediately engage in serving your country’s causes and defending its interests in various international forums. The Ministry of Foreign Affairs and International Cooperation has been keen to ensure that the branch of the Diplomatic Studies Institute in Benghazi serves as a genuine platform for capacity-building and a reflection of an institutional approach based on decentralization and equal opportunity. Benghazi, with its historical and national significance, is today reclaiming its leading role as a center of intellectual and political influence and a space for graduating elites capable of carrying the torch of national diplomacy. In this context, we have taken a new strategic step by opening a new branch of the Institute in the city of Sabha. This will strengthen the institution’s presence in the south, reinforce the principle of regional equity in training, and open broader opportunities for ambitious Libyan youth from all parts of the country to pursue a career in diplomacy. Today, we are not merely celebrating a graduation—we are laying the foundation for a new phase in the history of diplomatic work. A phase built on professionalism, openness, and the ability to positively engage with regional and international issues in a way that serves the stability of the الوطن, safeguards its sovereignty, and enhances its presence on the international stage. We reaffirm that our diplomatic mission is guided by a firm principle in which we all believe: “The nation is our compass… neither tribe nor region.” Our sincere thanks and appreciation go to H.E. the Prime Minister of the Libyan Government, Dr. Osama Hammad, for providing all the necessary support to establish this distinguished national diplomatic institution. We also extend our respect and appreciation to the General Command of the Armed Forces, under the leadership of Field Marshal Khalifa Haftar, and to all members of the Libyan Arab Armed Forces, who have paved the way for stability, security, and prosperity through their sacrifices. Salute to Benghazi—the resilient city that stood firm against terrorism, and the thriving city that today enjoys security and stability thanks to reconstruction efforts and its dedicated institutions. We would also like to express our appreciation to the administration of the Diplomatic Institute, the academic and administrative staff, and all partners who contributed to the success of this important training endeavor.
