The Ministry of Foreign Affairs and International Cooperation of the Libyan Government Holds the First Meeting of the Delegation Affairs Committee for 2026

Benghazi – 23 February 2026 His Excellency the Minister of Foreign Affairs and International Cooperation, Dr. Abdulhadi Al-Hwaij, chaired this afternoon, at the Ministry’s headquarters in the city of Benghazi, the first meeting of the Delegation Affairs Committee for the year 2026, in the presence of the esteemed members of the Committee. The meeting was held within the framework of reviewing the regulatory policies related to the delegation file and restructuring Libya’s external representation in accordance with objective standards that take into account the national interest. The agenda included two main items: First: Discussion of the classification of Libyan embassies abroad into three categories (A, B, and C), based on the nature and scope of bilateral relations. This includes political, commercial, economic, cultural, health, labor, training, and investment dimensions, among others. The competent political departments presented an integrated vision for the classification in line with the approved strategic priorities toward Arab, European, Asian, American, Australian, and African countries, in a manner consistent with Libya’s orientations and aimed at strengthening its external presence through a balanced vision based on the supreme interests of the State. Second: Discussion of the proposed organizational structure and staffing framework of Libyan consulates abroad. Several proposals concerning certain consulates were reviewed and approved, in preparation for taking the necessary administrative and organizational measures. This aims to rationalize expenditure, enhance consular performance efficiency, and ensure harmony between the size of the mission and the nature of its tasks. The convening of this meeting comes within the context of consolidating the principles of good governance and transparency in managing the delegation file, safeguarding public funds, and advancing the institutional performance of diplomatic and consular missions to achieve the highest levels of efficiency and effectiveness. It also reinforces the Ministry’s capacity to implement the State’s foreign policy in accordance with professional standards and modern methodologies. The participants affirmed their commitment to periodically reviewing the relevant regulatory frameworks to ensure the continuous updating and development of delegation policies in line with regional and international developments, thereby serving Libyan national interests in both the short and long term.
