Benghazi – Sunday, 15 February 2026 H.E. Dr. Abdelhadi Al-Huweij, Minister of Foreign Affairs and International Cooperation of the Libyan Government, chaired the fourth meeting of the National Committee concerned with granting licenses for the activities of foreign non-governmental organizations (NGOs) at the Ministry’s headquarters. The meeting reviewed the applications submitted by organizations seeking licenses to operate in Libya, totaling 21 organizations. Following technical and legal review and evaluation, the committee approved granting licenses to 13 organizations, while the decision on 8 other applications was postponed until the completion of the assessment procedures, with the aim of making a decision during the next meeting. This meeting comes as part of ongoing efforts to regulate and structure the work of foreign organizations in Libya according to the approved legal frameworks, and to institutionalize partnerships in a manner that ensures their activities comply with national legislation and the governmental directives issued by H.E. Dr. Osama Hammad, Prime Minister. It also seeks to enhance coordination with local partners and improve the effectiveness of humanitarian and development interventions. In this context, the committee emphasized the importance of providing an organized work environment that enables foreign organizations to carry out their humanitarian and development roles efficiently, stressing the necessity of adhering to national laws, respecting Libyan state sovereignty, and avoiding interference in internal political affairs. The committee also underlined the importance of respecting the religious and social values of Libyan society, ensuring a balance between openness to international partnerships and the preservation of national constants.
